How to make bike streamers for your handlebars

I am participating in a cycling event this weekend and I am planning on making bike streamers for the handlebars with the attendees. I am planning on using hair elastics and yarn but these made from ribbon are so pretty too! They use another recycled thing that I am sure you have in your house to attach your streamers to your bike handles.
