How to make a scrap fabric Bow-tie hair clip

Hair accessories are all over the place and the clever crafter of the blog Jenny’s Thrifty Thoughts posted a very (and I do mean very) thorough tutorial on how to make this cute bow-tie hair clip from a scrap of fabric. I have a few dresses that I have hemmed shorter and this would be a great project to make a coordinating accessory with those few inches of fabric cut from the hem.
